Taiwan’s MOEA confirms injury to domestic industry in AD sunset review on cold-rolled stainless steel imports from China & South Korea

Taiwan's Ministry of Economic Affairs (MOEA) yesterday (February 18) reviewed the second anti-dumping (AD) sunset investigation applied by Yieh United Steel Corp. (Yusco) and Tang Eng Iron Works Co., Ltd. on imports of stainless steel cold-rolled steel products from China and South Korea, and determined that the industry was damaged.

MOEA stated that if AD duties are canceled, China and South Korea may export large quantities of the subject products to Taiwan at low prices, which will continue to injure the domestic stainless steel industry.

The results will be notified to the Ministry of Finance, which must hold a review meeting within 10 days to decide whether to continue the imposition of the AD duties.

It was found from the investigation that although the import volume decreased during the duty imposition period, low-price competition still affects domestic businesses, and overcapacity in China and South Korea and their limited export markets may intensify dumping in Taiwan.

The products involved in this case are SUS 300 series flat-rolled products of stainless steel, cold-rolled, whether in coils or sheets, covering SUS 301, 304, 304L, 316, 316L, and 321, as well as other products with corresponding specifications.
