Japan imposes 95.2% provisional AD duty on China’s graphite electrodes

Japan will impose a 95.2% provisional anti-dumping (AD) duty on graphite electrodes from China for four months, valid from March 29 until July 28, 2025. The decision follows an investigation confirming unfairly low prices harming Japanese manufacturers.

Graphite electrodes are mainly used in electric arc furnace steelmaking for steel recycling. Complaints from SEC Carbon, Tokai Carbon, and Nippon Carbon prompted the probe in April 2024. An interim report in the previous month confirmed damages to the Japanese domestic producers.

If further findings support dumping claims, Japan may extend tariffs for up to five years.
