Cleveland-Cliffs & USW submit AD & CVD measures on tin mill products from 8 countries

Cleveland-Cliffs, Inc., the largest flat-rolled steel producer in North America, announced that it has partnered with the United Steelworkers (USW) in submitting anti-dumping (AD) and countervailing duty (CVD) petitions against imports of tin and chromium-coated sheet steel products (tin mill products) from eight countries, seeking the imposition of AD duties on imports of subject goods from Canada, China, Germany, the Netherlands, South Korea, Taiwan, Turkey, and the UK, and CVD measures on imports from China.

The evidence showed in petitions proved that imports of tin mill products from the above-mentioned countries are being sold at prices lower than fair value in the US market and those imports from China are benefiting from countervailable subsidies.

The dumping margins for Canada, China, Germany, the Netherlands, South Korea, Taiwan, Turkey, and the UK were calculated at 78.29%, 130.88%, 43.64%, 124.17-294.27%, 13.46-110.84%, 47.22-60.12%, 96.51-106.43%, and 110.81%, respectively.

Statistics showed that imports of tin mill products from the subject countries grew by 21% during the period from 2019 to 2021 and hiked by 21% further through November 2022.
