The Trump administration designated over forty trade partners as high-risk regions for illegal transshipment, targeting Chinese goods routed through third countries to bypass US tariffs.

A White House trade report categorized Taiwan, Canada, Mexico, the European Union, India, Japan, and South Korea into tier one transshipment zones, while Brazil, Indonesia, Malaysia, Thailand, Turkey, and Vietnam were placed in tier two.

Describing the practice as an industrial-scale customs fraud causing billions in lost tariff revenue, the US government plans to deploy an artificial intelligence system named Detective Border to analyze global shipping data and detect anomalies.

White House trade advisor Peter Navarro said that the initiative aims to penalize countries facilitating Chinese export detours as part of broader efforts to close trade loopholes.
