US maintains AD duties on PC strand imports from 15 countries

The US Department of Commerce (USDOC) has determined that removing anti-dumping (AD) duties on prestressed concrete steel wire strand (PC strand) from 15 countries would likely lead to continuation or recurrence of dumping. This ruling impacts exporters in nations including Argentina, Colombia, Egypt, Indonesia, Italy, Malaysia, the Netherlands, Saudi Arabia, South Africa, Spain, Taiwan, Tunisia, Turkey, Ukraine, and the UAE.

The USDOC determined that Saudi Arabia faces the highest margin at 194.40%, with the UAE at 170.65% and South Africa at 155.10%. Other rates include Colombia at 86.09%, Indonesia at 72.28%, Argentina at 60.40%, and Turkey at 53.65%. Margins for European and other regions reached 30.86% for the Netherlands, 30.58% for Tunisia, 29.72% for Egypt, 26.95% for Malaysia, 23.89% for Taiwan, 19.30% for Ukraine, 19.26% for Italy, and 14.75% for Spain.

The products involved are PC strand, produced from wire of non-stainless, non-galvanized steel. They are under subheadings 7312.10.3010 and 7312.10.3012 of the Harmonized Tariff Schedule of the United States (HTSUS).
