UK’s TRA recommends steel import caps on specific categories

According to a notice on May 13, 2025, the UK's Trade Remedies Authority (TRA) has recommended country-specific caps on certain steel import categories following a safeguard tariff-rate quota (TRQ) review.

The caps will come into force from October 1 this year. The residual quotas for metallic coated sheet (Category 4), non-alloy and other alloy quarto plates (Category 7), and rebar (Category 13) will have a 40% cap per country. The decision is to prevent dominant exporters like Vietnam and South Korea in Category 4, South Korea in Category 7, and Algeria and Egypt in Category 13 from crowding out other countries.

TRA proposed ending quota carry-over and limiting access to residual quotas in the final quarter for countries with specific quotas. Unused quotas for exempt developing countries won't be redistributed. The carry-over facility has been recommended to be cancelled from July 1, 2025.
