Turkey establishes official emissions trading system via new regulation

31 Aug 2026 16:07 reported by Joy Liu

Turkey formally introduced the Turkish Emissions Trading System (TR ETS) through a newly published regulation effective August 27, 2026. Replacing the 2014 monitoring rules, the framework establishes procedures for greenhouse gas monitoring, reporting, and verification across energy, metal, chemical, and manufacturing industries.

Installations are classified into three categories based on annual carbon dioxide equivalent emissions. Category A covers facilities at or below 50,000 tons, requiring strict monitoring and reporting. Category B includes facilities emitting over 50,000 up to 500,000 tons, while Category C applies to operations exceeding 500,000 tons. Both Category B and Category C fall directly under the trading system, with operators required to obtain a greenhouse gas emission permit within three years under Climate Law No. 7552.

The system operates via a National Allocation Plan determining emissions caps, free benchmarking allowances, and primary market auctions. Operators must submit annual verified emission reports by April 30 through accredited bodies and surrender matching allowances via the official Registry System.

An upcoming pilot phase requires participants to submit monitoring methodology plans by October 27, 2026. Violations will face administrative fines, with doubled penalties applied to TR ETS participants.
