Tata Steel Netherlands seeks updated permit for IJmuiden Green Steel plan

Tata Steel Netherlands has applied for an updated nature permit covering its entire IJmuiden steelmaking site as it prepares to advance its Green Steel program and further reduce CO2 and nitrogen emissions.

The company said the permit will align its operations with current Dutch regulations and provide a regulatory basis for future investments in cleaner and more circular steel production.

The update follows changes in Dutch nitrogen regulations. A 2024 ruling by the Council of State introduced stricter requirements for nitrogen-emission offsetting, requiring certain previously initiated projects to be incorporated into the new permit.

As part of its emission-reduction efforts, Tata Steel is installing a new DeNOx installation at its IJmuiden pellet plant, which is expected to cut nitrogen emissions by around 80%. Together with a completed dust extraction, the projects represent an environmental investment of more than €200 million. The company said that this is its largest investment in environmental facilities in its history.

Tata Steel is applying for the required environmental and water permits from the North Sea Canal Area Environmental Service and Rijkswaterstaat. Once approved, the DeNOx plant can be fully commissioned and brought into operation.
