Malaysia imposes final AD duties on galvanized steel imports from 3 Asian countries

Malaysia's government has made an affirmative final determination of an anti-dumping (AD) duty investigation on imports of galvanized steel products from China, South Korea, and Vietnam, deciding to impose definitive AD duties on these subject goods, following a Ministry of Investment, Trade and Industry (MITI) investigation concluding that the products were being sold at unfairly low prices, causing material injury to the domestic industry.

The investigation was launched in February this year, determining that the subject merchandise was being imported at prices lower than its normal value. Therefore, AD duties will be imposed for five years, from November 1, 2025, to October 31, 2030.

The duty rates range from 7.72% to 26.80% for China, 2.21% to 31.47% for South Korea, and 4.76% to 57.90% for Vietnam. Separately, a zero AD duty was assigned to certain Chinese and Vietnamese companies due to the de minimis dumping margin, including China’s Baoshan Iron & Steel Co., Ltd., Beijing Shougang Cold Rolling Co., Ltd., and Fujian Kaijing Greentech Material Co., Ltd., as well as Vietnam’s Hoa Phat Steel Sheet Limited Liability Company, Hoa Sen Group, Nam Kim Steel Joint Stock Company, and Ton Dong A Corporation.

The products involved are flat-rolled products of iron alloy or non-alloy steel, plated or coated with zinc, using hot dip process (galvanized iron coils/sheets or galvanized steel coils/sheets), classified under HS codes and ASEAN Harmonized Tariff Nomenclature (AHTN) 7210.49.11 00, 7210.49.17 00, 7210.49.18 00, 7210.49.19 00, 7210.49.91 00, 7210.49.99 00, 7212.30.11 00, 7212.30.12 00, 7212.30.13 00, 7212.30.14 00, 7212.30.19 00, 7212.30.90 00, 7225.92.90 00, 7225.99.90 00, 7226.99.11 00, 7226.99.19 00, 7226.99.91 00, and 7226.99.99 00.
