On March 18, 2025, India’s Ministry of Commerce and Industry announced its preliminary determination of the safeguard investigation on imports of non-alloy and alloy steel flat products, recommending an imposition of a provisional safeguard duty at a rate of 12% ad valorem for 200 days.

The authority set minimum import prices ranging from US$675/ton to US$964/ton on a CIF basis for the subject products. If the imports are into India at a CIF import price higher than the regulated price, no temporary safeguard duty will be levied.

The products involved are non-alloy and alloy steel flat products, including five product categories: hot-rolled (HR) coils, sheets, and plates; HR plate mill plates; cold-rolled (CR) coils and sheets; metallic-coated steel coils and sheets, whether or not profiled, including galvanneal, coated with zinc or aluminum-zinc or zinc-aluminum-magnesium; and color coated coils and sheets, whether or not profiled. These products fall under tariff headings 7208, 7209, 7210, 7211, 7212, 7225, and 7226.
