India implements Hand Tools Quality Control Order 2025 to strengthen safety & standardization

India has introduced the Hand Tools (Quality Control) Order, 2025, a regulatory framework to ensure the safety, reliability, and standardization of hand tools used across industries. The Order mandates that tools such as wrenches, spanners, and pliers conform to specified Indian standards and bear the Bureau of Indian Standards (BIS) Standard Mark.

Issued under Section 16 of the BIS Act, 2016, the Order comes into force on 1 October 2026 for general manufacturers, with extended timelines for small enterprises from 1 January 2027 and micro enterprises from 1 April 2027. Exemptions are provided for products manufactured solely for export and for limited imports of up to 200 units per year for research and development, under strict conditions.
