EU to tighten steel import rules with new origin criteria

The European Commission (EC) planned to introduce a rule of origin for steel products under its Steel and Metals Action Plan, determining origin based on where the metal was originally smelted. This measure aims to prevent circumvention of anti-dumping duties, particularly affecting imports of cold-rolled and galvanized steel, including those from Vietnam that use Chinese materials. 

Additionally, the EC will proactively launch trade investigations based on potential threats rather than actual damage. 

A new tariff quota system is expected by the third quarter of 2025, while export restrictions on scrap, including a potential 25% duty, are also under consideration.
