EU adjusts safeguard categories for rebars and merchant bars

The European Commission has updated its steel safeguard regime to address a sharp rise in rebar imports entering under incorrect categories.

Since 2025, volumes of rebars under CN code 7228 30 69 increased by 250% year on year, representing 35% of the total annual rebar quota. This change occurred because producers marginally altered chemical compositions to move products from category 13 (rebars) to category 12 (merchant bars), where more duty-free volume was available.

To restore market balance, the Commission created new TARIC codes: 7228 30 69 11 for reinforcing bars and rods with indentations, ribs, grooves, or other deformations, and 7228 30 69 99 for others. These codes ensure imports align with traditional trade flows to alleviate import pressure on the Union industry.

This measure takes effect immediately and remains active until the safeguard system expires on June 30, 2026.
