China’s 15th Five-Year Plan accelerates steel sector green transition

China's new 15th Five-Year Plan for Building a Beautiful China integrates carbon reduction, pollution control, and green expansion into a unified framework. As a major industrial emitter, the steel sector faces deep restructuring across capacity access, energy configurations, and market mechanisms.

Upgraded environmental benchmarks and rigid carbon emission controls will reshape industry dynamics. Inefficient, high-energy blast furnaces face mandatory upgrades or elimination. Besides, small and medium-sized private steelmakers with limited capital may face market exit due to high compliance and financing costs.

Conversely, the policy supports hydrogen metallurgy, carbon capture, and improved scrap recycling networks. While extensive compliance costs may squeeze short-term profits, lagging capacity elimination promises to stabilize steel prices. Advanced steelmakers adopting electric arc furnaces, low-carbon technologies, and carbon management will benefit from premium green product markets.
