Canada implements measures to protect steel and aluminum industries

The Canadian government, committed to building the strongest G7 economy, is enacting new policies to safeguard its steel and aluminum sectors against US tariffs.

On June 19, 2025, François-Philippe Champagne, the Minister of Finance and National Revenue, announced a series of protective measures to protect the Canadian steel and aluminum industry.

Effective on July 21, Canada will adjust existing counter-tariffs on US steel and aluminum. From June 30, reciprocal procurement policies will limit federal contracts to Canadian and allied suppliers. New tariff rate quotas, set at 100% of 2024 levels, will apply retroactively to steel imports from non-free trade partners to stabilize the domestic market. Further tariff measures addressing global overcapacity will follow, based on "country of melt and pour" for steel and "country of smelt and cast" for aluminum.

Besides, two new government-stakeholder task forces for steel and aluminum will monitor trade and market trends. The new $10 billion Large Enterprise Tariff Loan facility remains open to support affected businesses.

The Canadian government will keep assessing its response to US tariffs, ready to take further action as needed. It will continue the close collaboration with provinces and territories to include their input and regional interests.
