Brazil preliminarily decides not to impose provisional AD duties on China’s cold-rolled flat products

On March 12, 2025, Brazil’s Secretariat of Foreign Trade (SECEX) of the Ministry of Development, Industry and Foreign Trade (MDIC) announced its preliminary positive determination of the anti-dumping (AD) investigation on cold-rolled flat products originating in China.

According to the preliminary ruling, the imports of cold-rolled flat products from China were subject to dumping. Besides, there was damage suffered by the domestic industry and there was a causal link between the damage and the dumped imports. However, given the need for further investigation on the subject products, it is recommended not to impose provisional AD duties and to continue the investigation.

Semi-processed GNO steel products are not included in the scope of the investigation. The products involved are classified under tariff codes 7209.15.00, 7209.16.00, 7209.17.00, 7209.18.00, 7209.25.00, 7209.26.00, 7209.27.00, 7209.28.00, 7209.90.00, 7211.23.00, 7211.29.10, 7211.29.20, 7225.19.00, 7225.50.90, 7226.19.00, and 7226.92.00 of MERCOSUR Common Nomenclature (NCM).

The deadline for concluding this AD investigation will be extended by up to eight months from June 19, 2025.
