Baosteel: 2025 export outlook and overseas push

Baosteel, China’s top steel producer, expects the country’s 2025 steel exports to stay above 100 million tons, though Q4 exports may drop due to higher prices, new tax rules, and tariffs. 

In the first seven months of 2025, Baosteel exported around 4.8 million tons, up from 6.1 million tons in full-year 2024. With growing monthly exports, it has 10 million tons/year export capacity, targeting 15 million tons in 2026 and 20 million in 2027. 

Baosteel plans 52.6 million tons of 2025 output, eyeing China’s production cuts and anti-overcapacity "anti-involution" policies. It’s negotiating overseas investments in Asia, the Middle East, and North Africa, having already invested US$4 billion in a 2.5-million-ton Saudi facility, seeing overseas production as key for global competition.
