Australia's Anti-Dumping Commission issued Notice No. 2026/064, finalizing its anti-circumvention investigation into hollow structural sections from China, South Korea, Malaysia, and Taiwan.

The probe determined that exporters evaded existing anti-dumping (AD) and countervailing duties (CVD) by making minor modifications to the steel products, specifically adding drilled, punched, or pierced holes. This scope includes carbon or alloy steel electric resistance welded pipes and tubes under tariff code 7308.90.00.65, covering circular and non-circular hollow structural sections with threaded, swaged, or shouldered ends.

Specific businesses named in the ruling include Malaysian exporter Alpine Pipe Manufacturing SDN BHD, as well as Chinese exporters Dalian Steelforce Hi-Tech Co., Tianjin Friend Steel Pipe Co., Ltd, Tianjin Ruitong Iron and Steel Co., Ltd, and Roswell S A R L Limited.

These trade measures retrospectively take effect from September 4, 2025.
