US starts AD & CVD investigations on China’s temporary steel fencing

On February 5, 2025, the US Department of Commerce (USUOC) announced the launch of the anti-dumping (AD) duty and countervailing duty (CVD) investigations on temporary steel fencing from China, following an application filed by petitioner ZND US Inc. on January 15 this year.

The US International Trade Commission (ITC) is scheduled to make the preliminary determinations by March 3, 2025. If the ITC found the substantial injury or threat of substantial injury caused by the subject products to the US domestic industry, the USDOC will continue the investigation and make preliminary determinations for the AD case by June 24, 2025 and for the CVD case by April 10, 2025.

The products involved are under the Harmonized Tariff Schedule of the United States (HTSUS) subheading 7308.90.9590.

According to Import Statistics issued on the official notice, the US imported the products subject to this investigation at a total value of around US$487 million in 2023.
