South Africa initiates AD investigation on flat-rolled steel from 3 countries

The International Trade Administration Commission of South Africa (ITAC) initiated an anti-dumping (AD) investigation on imports of certain flat-rolled products of iron, non-alloy, or other alloy steel originating in China, Taiwan, and Japan, based on an application lodged by Arcelor Mittal South Africa.

The applicant alleged that the subject products were being dumped into the Southern African Customs Union (SACU) and had caused or threatened to cause material injury to the industry.

The products involved are certain flat-rolled products of iron, non-alloy, or other alloy steel with a width equal to or greater than 600mm, whether or not in coils, not further worked than hot-rolled, including pickled and oiled, hot-rolled, not clad, plated or coated, excluding stainless and grain-oriented silicon electrical steel. These products are classified under tariff subheadings 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.51, 7208.52, 7225.30, and 7225.40.

The period of the dumping investigation is from April 1, 2023, to March 31, 2024, and the period of the injury investigation is from April 1, 2021, to March 31, 2024.
